If I were to hear that my first thought is going to be, " Oh great… someone is about to get loud and fists are going to start flying". If the black person looked like a monkey, then yes I will see the resemblance, if not then I won’t. Outwardly I am stepping away from the situation and moving to the side. However, depending on how the black person looks ( attire wise), my thought changes. Like a well dressed black person, my thought would be, " I can’t believe this b.ì.t.c.h said that to him/her!" (person calling them monkey is the b.ì.t.c.h).
EDIT: Oh! if the black person really looked like a monkey I would laugh internally and try my best to not show in my facial expression, I’m not stupid…..

Why do they have to be black? I though George Bush looked like a monkey and he’s white.

I did go to school with this guy- he sort of did resemble a Gorilla though. lol. But, we can see animal- features in anyone. dogs, cats, horses, BIRDS.
add: I think it becomes offensive-only because some people try to make it seem as if black people and monkey’s are synonymous.

I’m a black woman who thinks monkeys are really amazing animals.
Monkeys however have pink skin, big ears, thin lips, and straight hair like most whites do.

It is more likely saying someone is less evolved or primitive. But since it usually comes from albino mutated black people what’s the difference. All depends on how it is said. Guess you young bloods never heard of "porch monkey"(look it up) Mostly I ignore it.
