We know that he’s the leader of the revolutionaries and the most wanted man in the world. Bounty doesn’t linearly correlate to strength, that’s true. BUT it would be absolutely ludicrous, from a logical stand off, to assume that the most dangerous man lacks any substantial power.

Why? Constant assassins on his footsteps, the government is willing to allocate a hefty dose of resources to ensure the capture and demise of the world’s sneakiest renegade. It’s safe to assume that’s he’s, in fact, capable of rubbing off his immediate adversaries and keep his rather powerful organization and nakama in check.

To be a leader of a revolutionary movement requires a lot more than mere diplomatic skills. You have to go out there, oblige we the people and make sure the army stays intact in a perfectly cohesive structure. He’s also grandson of Garp and father of Luffy, what makes me think that’s he is stronger than BOTH of them.

We don’t know anything about his abilities. We don’t know if he can control weather or anything like that, but him possessing powers of such nature is not unlikely. Tracing the most powerful character is a CRAZY task because the power shifts and dynamics are horribly chaotic.

Garp, Aokiji and Sengoku were all able to safely live the Marines without compromising power distribution despite being some of the government’s most able men.

Whitebeard is gone. Blackbeard’s running free on the tumultuous seas – and with the Revolutionary army advancing mercilessly how can the Marines hold them off? Doesn’t the strongest man have any significant power? If so can the Pirate King really make a difference?

I don’t know. But from what it looks like, Dragon is assuredly one of the strongest characters. He has to be so a logical let out is that he really is!!! simple right? =D

for example, when captain kid had higher bounty than luffy, it was explained that the reason he had such high bounty is not only his strength, but because of his extremely violent acitivity such as murdering irrelevant civilians. Same to the shitibukai, Doflamingo, he kills so many ppl that hes bounty is super high even among the shitibukai.

another example is when robin explains monkey,D,dragon to luffy, when he didnt know bout it, she explains that he is considered the most dangerous man "to world government" cuz pirates fights marines to protect themselves, whereas dragon, intentionally attacks the goverment, for goverment itself is what hes fighting for. thus, its only natural that hes most wanted, a man who wants to destory the world goverment iteself.

also, though the weather changed when he first appeared in logue town, it is not a good enough proof that he caused it. thought its very plausible that he has such power, it is also possible that the author simply made the weather changed to skillfully express a powerful atmosphere, or importance in that scene, as he will hav a n important roll later in the story.

the monkey can climb 2.66538928 if the chain can not move from the stake, unless this is a trick question where the loop in the chain can slide up the stake the monkey can climb as high as the pole.
